At the top of the screen, there will be an orange block with a number. This is how many blocks the Rescue Bot has in their inventory. When the robot has blocks, it can move in the water and lay the blocks on the water.
The robot can move on land with or without any blocks, but it needs blocks to move on water. It can also pick up blocks by moving back over them.
